Only the timecycle is in RV_Data, when it is deleted, the effects should not break in any way. Reflections on cars are just a bug (usually appears when you turn the game off and on), to get everything back to normal, you just need to get out of the car and sit back in it. And the fact that your game crashes due to the time cycle is strange, this has never happened before. Maybe some other mods are interfering.
It might just curl up and hang there, try opening it. If it still doesn't work, then delete the files: "enbeffectprepass.fx" and "enbeffectprepass.fx.ini" from the folder "enbseries" which is in the folder with the game, after that it will definitely start, but then volumetric clouds will disappear from the game.

It's good that they solved the problem, but I wrote in the instructions that it is better to put additional files last, because because of them it will most likely crash.
try to remove SilentPatch which is located in the root folder with the game (if you installed it), I encountered such a problem, but it resolved itself for me.
