It is much easier to install Max scripts that import any dff-files, including "closed" and "non-standard" ones. DFF doesn't actually support any defenses, so don't create useless tutorials.
And yes, explain how you imported the maps. I personally checked - if you do not remove empty sections and re-save dff - only dummies are imported. And if you remove empty sections, the script swears: "Not-standart DFF!"

From SA, why were houses being built? For the replaced textures, mipmap did not make the levels (in the distance, the textures are rippling on houses and the ground). And the size of the mod is too big (as if the whole game is there).

Ну да, чтобы его сделать, нужно всего 2 кнопки в 3D максе или Занозе нажать, и одну кнопку в TXD-редакторе. Ах, там же написано, что автор не ты. Совсем люди обленились, такую мелочь сами сделать не могут.
а чего размер такой большой? Насколько мне не изменяет скляроз, мод, кардинально увеличивающий дальность рендеринга всех объектов (с прокачкой стриминга) для ВС весит меньше мегабайта.
Такое впечатление что залили огрызок от той солянки модов, что на видео и скринах. Будьте честнее, заливайте весь мод, а то на скринах одна картинка, а у человека, скачавшего мод, будет совершенно другая.
коллизии и прилайт в лучших традициях нубомодов новичков, масштаб строений карты и посудин мелковат, дизайн уровней скудноват, особенно одинаковые пальмы бросаются в глаза, геймплей бедноват - что игрок будет делать в моде? Просто околачиваться по пустым островам?
С этим скриптом игра в очередной раз отказывается загружаться. Как обычно товарищ Alxandro пишет под одну версию GTA3, забывая про существование всех остальных.

What to try? The DFFs you have posted here are freely imported. With or without a Splinter - KAM scripts do not make a difference.

Изменений мало. Автор мог бы добавить хотя бы экстры какие-нибудь, удлинить коллизию. А то как будто просто выложили X-box модель Лэндсталкера.
