Now requires the latest version of CLEO Redux x64 for work
1. The script uses CLEO Redux exclusive opcodes. If you try to decompile the script, SB3 will show the script with many errors due to the fact that SB3 does not recognize the new opcodes.
2. Since the script uses opcodes to read INI files, the file needs to have the «[fs]» tag for CLEO to recognize the script. Since without the tag, the script will be ignored.
Edit: just look at this if it doesn't have the tag:

For those who have the problem that when they want to open the game in a normal GTA SA after having played the mod, the game does not respond or does not open, the solution is to delete the gta_sa.set file from the GTA San Andreas User Files folder. This problem only applies if you configured the game in the French, German and Italian languages when playing the mod, since this problem does not occur in the English or Spanish languages.
Sorry for the late reply, but did you remove the «[fs]» from the CS file name? Since if you remove that, the mod will not work.
It has always worked fine on that, do you have ASI Loader and CLEO Redux installed?
In the first case I did not understand you well with the weather, but the fact that the 2 weapons are still in the hands after having changed the weapon skills is a bug of the game itself and not of the script.

This is probably the last update in terms of content adjustment, because the things that I thought had to be done but I didn't do, I ended up doing, and now everything is good and in order. If there are more updates they will only be for bug fixes and nothing more.
