No offense to the authors of the UC assembly, but this is unreasonable necrophilia, where the authors did not update the textures and models in any way, and in some places even worsened them to the PS2 level.
Very strange. I myself have Windows 10 and the game runs fine with no compatibility changes. I would try to hammer a space during startup, or run as administrator. Why by the way did you switch to win 95 compatibility? Much better than win xp or win 7.

You most likely ignored the guide that was in the archive. The fact is that the Vados Pack conflicts with the mod for vanilla characters in improved quality. Before installing the Vados Pack, remove the Upscale Textures Characters folder from the modloader folder. Before installing the improved CJ, delete the CJ Remastered Upscale folder from the Modloader. And if you want to install BSOR 2013, then delete the Vegetation from mobile folder from the modloader. Vooooot.

Why it crashes during the Arcade, it's very offensive. And so the mod is excellent
