Played GTA 5 on a laptop. Textures were always missing in the city, but FPS was always no more and no less than 30.
When there was OS Windows 8.1, I could put DirectX 10 - then everything was fine. When I updated Windows to 10, only DirectX 11 could be installed - problems with textures began.
At startup, a notification appeared that the processor did not meet the minimum system requirements. I tried to do a lot of things, but nothing worked. I think you still need to change the processor. Nothing will help.
In general, it is better not to steam and buy a PS4, which costs like a new processor. But you will not need to be smart with files, buy a new video card, processor or something else. (! This is not an advertisement)
