So, a few hours ago it became known that Rockstar, unexpectedly for everyone, changed the User Agreement, which no longer allows you to create mods in GTA V on PC.
A User Agreement, in case anyone forgot, is an agreement between you and Rockstar (in this case) that you must accept and follow the terms of use of the game. Usually, no one reads all the clauses of this agreement, but simply puts a tick in the right place. It was this negligence on the part of many players, as well as an unexpected change in the policy of the developer of the Grand Theft Auto series that led to the fact that already at the moment a lot of gamers who created mods in GTA V on PC were banned.
According to the same updated User Agreement, players are no longer allowed to create or use mods in either the single player or multiplayer modes of GTA V on PC. The punishment for their creation or use is a ban.
This decision by Rockstar caused not only a storm of protests among players, but also a lot of questions. Why prohibit the use of mods in GTA V on PC a few weeks after the project was released? Why weren't gamers warned in advance about such a decision by the company? And finally, why does the ban also apply to the single-player mode of GTA V on PC, because the changes in it will not entail global transformations in the game? So far, unfortunately, neither we nor the players have answers to these questions, and Rockstar employees are in no hurry to comment on the situation.

Mods for GTA 5 will be! A group of enthusiasts developing a program for extracting files for the RAGE engine has released a new version of their program OpenIV 2.5, which now supports Grand Theft Auto 5 files
So, no big speeches today, let's get straight to the point. OpenIV 2.5 is the first version with support for GTA V on PC. Currently, you can only watch files, editing functions are not available. You can open archives and textures, support for the rest of the resources will be implemented later. Audio playback is also not available now. Please keep in mind that this is just the beginning. Game files will be opened soon. On Twitter, the developers of the OpenIV program received a fresh message: "Do you still think it will take years to open the GTA 5 archives? Think again."
Let me remind you that OpenIV is a program for opening game archives on the RAGE engine. It allows you to edit and replace game files as needed for modding. We are waiting for the next step - the release of the new version of OpenIV! source
