Guys, this mod was invented when there was no Win7, therefore there was no emergency call to the task manager. Try to call it on WinXP - you won't get it. It will appear, of course, but you will be manipulating blindly.
Rockstar is just licking the ass of consoles, that's the whole reason for the delay on the PC.
