I understand that this global is a very ambitious project. But there are the following problems: firstly, how will RenderWare pull the whole game world in this mod? Secondly: even if the final (release) version of this mod comes out, then for sure Take-Two will close this shop.

This is, of course, good... But wouldn't it be a violation of the agreement with RockStar? Namely: a ban on the full localization of games created by RockStar North.
In general, I agree (that the game came out on one disc). But the game resources are full of unused models, textures, etc. And in the resources of the PS2 version there is something that is not in the resources of the PC version.
In the resources of the PS3 / Xbox360 versions of the game, you can find the DJ (Kara) saying that Belinda Carlisle - Circle In The Sand is playing on Non-Stop-Pop FM. However, this track appeared only in subsequent (i.e. past-gen versions of the game) for XboxOne/PS4/PC/PS5/XboxS, and then on another radio station (Los Santos Rock Radio).
I believe that the developers cut the game not only because they were running out of time for development; but also due to the fact that the PS2 (the game console on which the game was originally released) would not have pulled all the content (being prepared for inclusion in the game). And the PC version would have increased system requirements.
