These are Stalkers - another product of the Alliance's scientific experiments on humans. Most of their brain functions were removed and their bodies were physically mutilated. The stalkers' limbs were amputated and replaced with mechanical prostheses; the genitals, most of the tissues, including fat and part of the muscles, were also removed. Judging by their loud screams, stalkers are in constant pain. Stalkers are unable to speak, but may wheeze, suggesting that their larynx was also removed. Stalkers are equipped with lasers installed in the front of the head, in the eye sockets.
Stalkers are designed to control various equipment, computers and terminals at military facilities of the Alliance.
Human stalkers are made in the Citadel and Nova Prospekt, where they become handymen. They are transported on trains and are kept in special cells during transportation. In Half-Life 2, stalkers do not appear in combat, the first fight with them takes place in Episode One, where they in every possible way prevent Gordon from reaching the stabilizers of the Citadel core. In the Citadel, Alix Vance says of the stalkers doing their jobs: "They won't touch us if we don't."
Interestingly, people in City 17 know a lot about stalkers and understand where they come from and where they are created. Perhaps these are the very ones who “leave, but never return” (words of a person met by a player at the station).
In Episode One, stalkers use lasers to destroy energy spheres that the protagonist needs to use to move around the Citadel elevators.
