Sure, anyway the way I did it is very tedious cuz I had to check all the radar map changes in-game to see if it matches the actual map (btw, you can replace the radar txd in modloader without restarting the game). But another easier way to make a radar map is if you have some 3D editor, you can load your map model and use a view mode (I don't remember the name) that makes the map look "flat" from a top view so you can start designing the radar map over it in Photoshop and it'll be faster.

Changing the camera mode as you normally do with "C" or whatever key you have for changing camera.
