How Bad is Oppressor Mk II Nerf in GTA Online Update?

Oppressor Mk II is a nightmare for GTA Online players. Its features were promised to be reduced to make it more comfortable to play in the recent update The Criminal Enterprises. It seems the efficiency of the flying motorcycle was reduced, but the problem was not solved completely. Aggressive players could still break the session.
Oppressor Mk II missiles still kill the player with one hit. They also aim at the target, but the angle of their rotation has been changed. If the player dodges, then he has a chance to get away from the shot. Oppressor Mk II also has fewer charges now. This vehicle's countermeasures will have a cooldown of 10 seconds.
Oppressor Mk II is still a very fast, small and extremely dangerous flying vehicle. Given the power of his missiles and the element of surprise, the changes can hardly be considered effective.
