Kirk Ewing, a game indusrty veteran and a friend of Sam and Dan Housers, said that Rockstar Games declined the idea to adapt a Grand Theft Auto into a movie in early 2000s.

Rockstar Games' founders were offered five million dollars in exchange for permission to develop a Grand Theft Auto's film adaptation with Eminem in the title role. Tony Scott, who's famous for directing "Top Gun", could possibly be hired as the new movie's director.

Sam Houser declined the offer. Kirk Ewing also said that the idea of the film adaptation was proposed right after GTA 3 took over the world. Eminem was at the peak of popularity during those years after the release of his third studio album — Marshall Mathers LP.
