After some experimentation with the game files, I’ve found a way to spawn any train in GTA San Andreas. First you need to open the cargrp.dat file (located in the data folder) with Notepad or any other text editor and navigate to the line labeled # Cheat1 (shit cars). You will see a long list of vehicle names. And to maximize the spawn rate of locomotives, you should delete the majority of these names. However, the game engine requires a few standard vehicles to prevent crashing, so keeping only a few is also important to increase the odds of a train appearing. Keep at least 2 or 3 original cars (such as the Clover or Perennial), and then append the train model names you wish to drive.
