Improved interface (for PCSX2)

Hey! This is a project that has been in the works for a while now, but is finally in a decent enough state to be able to post an initial WIP release!
Its purpose is quite simple - it aims to make the HUD look prettier.

Features:
- Completely redrawn (in 4K resolution) map in the menu when paused, which is also used for the in-game radar outside the menu;
- High-quality weapon icons, including an unused mine icon (some may find this important);
- Fonts in 4K resolution;
- High-quality icons on the radar;
- Completely redrawn icons for Victor Vance's empire quests.
...And much more.

Notes from mod author:
- Some textures may not look good;
I didn't know what to do with them, so for now this is what it is;
- Loading screens remain intact, the focus for now is on everything you see after loading the game.

Currently only SLUS-21590 version is supported.

Installation: Download the selected version and extract the textures folder into the PCSX2 folder. This will require one of the assembliesso you can replace the textures. After extracting the folder, launch PCSX2, open the graphics settings, go to the "Advanced" tab and enable "Load Textures".
Note from the author: Optionally, you can use settings such as "Async Texture Loading" and "Precache Textures". These settings are optional, but it is possible that they will make the game even better for you.

- Solidcal for testing, supporting all the way and helping with texture transfers, because when I first started working on the game, the only way to replace textures was to use the Topaz plugin for PCSX2, which was unofficial and inefficient compared to the official tool, which was implemented in PCSX2 quite recently.
