Agents of the federal bureau "Spies"are buried in paperwork. Instead of carrying out contract killings, they now review the personal file of Agent (28) from an unnamed country ruled by a victorious totalitarian regime. Between reports, the agents recall the "notorious" lynchers: the Cook Killer and Madam Evil.
"The Lynchers" are an integral part of the larger spy story about the "Spies".

Теперь за место исполнения заказных убийств они перебирают личное дело Агента (28) из неназванной страны с режимом победившего тоталитаризма. В промежутке между донесениями агенты вспоминают "славных" линчевателей: Повара Убийцу и Мадам Злыдень.
