The action of the second part takes place first a month after the events of the first part (the first mission), and then in 1995 (2-4 missions).
Official Chan goes missing, and Mr. Richards wonders where he's gone. He finds witnesses, but does not have time to talk to them: his driver is killed by an unknown sniper. About a year later, the official makes itself known by a telephone conversation with some person, possibly a business partner, in Liberty City. Nick arrives there at St. Mark's Bistro and kills both, then drives off.

Действие второй части происходит сначала через месяц после событий первой части (первая миссия), а затем в 1995 году (2-4 миссии).
Чиновник Чан пропадает, и мистеру Ричардсу становится интересно, куда он пропадает. Он находит свидетелей, но так и не успевает с ними поговорить: его водителя убивает неизвестный снайпер. Через примерно год чиновник даёт о себе знать по телефонному разговору с каким-то человеком, возможно деловым партнером, в Либерти-Сити. Ник приезжает туда в бистро Сент-Марка и убивает обоих, затем уезжает.
