IKARUS-280.33M buses were assembled from ready-made vehicle kits at the Tushino-Avto OJSC (TMZ) plant in Moscow from 1996 to 1999. Their main difference is the RABA-D10UTSLL-190 engine with a turbocharger that meets EURO-1 environmental standards. In addition, during 1996, new types of bridges, a new type of interior, and a number of other changes appeared on the cars. The color of these cars is white and green, with a narrow green stripe running under the roof, another one under the windows, and a lower stripe (skirt) along the level of the covers of the technological compartments. True, the first cars only had a green skirt.

Автобусы IKARUS-280.33М собирались из готовых машинокомплектов на заводе ОАО "Тушино-Авто" (ТМЗ) в Москве с 1996 по 1999 год. Их основное отличие — двигатель RABA-D10UTSLL-190 с турбокомпрессором, отвечающий экологическим стандартам EURO-1. Кроме этого, в течение 1996 года на машинах появились мосты нового типа, новый тип салона и ряд других изменений. Окраска этих машин — бело-зелёная, причём узкая зелёная полоса идёт под крышей, ещё одна — под окнами, и нижняя полоса (юбка) — по уровню крышек технологических отсеков. Правда, на первых машинах была только зелёная юбка.
