The deep state is what the American people have been frightened of since childhood. Powerful forces operating from the shadows, unbound by any laws or rules: intelligence agents, corporations, lobbyists, and officials who don't care who sits in the Oval Office.
To counter the destructive activities of the "Order", the USSR sends an agent from the "Omega" squad to the USA, known by the call sign — "Tsepes".
