Standard game mod for the new version of SAMP 0.3.8. (R3-4)

In version SA-MP 0.3.8, the ability to load custom models from the client side will be added (they will be loaded upon login). The ability to add ! has already been implemented! models and skins to the server, we plan to add more file types in the future.
