About modification:
You can take people hostage and use them as cover, control them, or even just kill them.
If the hostage is a civil servant, the police will try not to shoot at you so as not to injure the hostage.
So you can use that to restore some of your health and keep doing what you're doing.
The hostage is partially immune to bullets, which will help you in covering.
Installing

Place HostageHumanShield.dll and HostageHumanShield.ini in "scripts" folder.
Requires the latest versions of Script Hook V and .NET Script Hook to work.
Management

J - Take/Release Hostage
K(English) - kill hostage
Q/E - turn hostage
