The latest version of the game uses BattlEye anti-cheat protection. To run the game without BattlEye, you must use the following instructions:

Method 1 (Steam):

Open the game's properties page in Steam.
Add the -nobattleye parameter to the launch options.
Run the game.

Method 2 (Rockstar Games Launcher):

Open the Rockstar Games Launcher settings page.
Uncheck the BattlEye option.
Run the game.

Note: the Rockstar Games Launcher setting also works for the Steam version of the game.
