I saw a great rain and thunder sound mod by another author here.
I downloaded it, checked it out, and liked it.
I wanted to create my own, and it turned out quite similar, but I added a bit more thunder and increased the rain sound, now the rain volume is like in real life... It will do :)

Description:
Note*
The modification is installed using SparkIV or OpenIV;
Don't forget to back up the replaced files!
Mod Features:
New realistic thunder sounds;
Increased bass of thunder "rumble";
Increased overall rain volume.
Mod Installation:
—Open SparkIV or OpenIV;
—Open the resident.rpf file (D:/Game/GTA IV/pc/audio/Sfx);
—Find and replace the desired RAIN.ivaud file;
—Click "Import" in the program window, select and replace the necessary file;
—Click "Save" and exit the program.

Я видел тут у одного автора отличный мод звуков на дождь, грозу.
Скачал посмотрел и мне понравилось.
Захотел сделать свой, получилось примерно так же, но добавил чуть чуть больше грома и прибавил звук дождя, теперь громкость дождя как в реальной жизни...Сойдёт :)

Новые реалистичные звуки грома;
Увеличен бас "грохота" грома;
Увеличена общая громкость дождя.
Установка мода:
—Откройте SparkIV или OpenIV;
—Откройте файл resident.rpf (D:/Game/GTA IV/pc/audio/Sfx);
—Найдите и замените желаемый RAIN.ivaud-файл;
—Нажмите на "Import" в окне программы, выделите и замените нужный файл;
—Нажмите "Save" и выйдите из программы.
