The history of the GAZ-31029 car began a quarter of a century before it was put on the conveyor in 1992. Produced since 1970, the GAZ-24 was supposed to replace a fundamentally new car in the late 1970s. However, by the middle of the decade, for various reasons related to the peculiarity of the state of the Soviet economy, it was decided to limit the deep modernization of the car, while maintaining the core of the body and many components. So the GAZ-3102 appeared.

История автомобиля ГАЗ-31029 началась за четверть века до его постановки на конвейер в 1992-м году. Выпускаемый с 1970 года ГАЗ-24, в конце 1970-х должен был заменить принципиально новый автомобиль. Однако уже к середине десятилетия, по различным причинам связанных с особенностью состояния советской экономики, было решено ограничится глубокой модернизации автомобиля, сохраняя сердцевину кузова и многие узлы. Так появился ГАЗ-3102.
