A direct current electric locomotive of the Russian railways.

In 1954, the Novocherkassk Electric Locomotive Plant developed a draft project for a new electric locomotive to replace the VL22M, which had the main drawback of a rapid decrease in tractive force with increasing speed and a bogie design that did not allow for effective operation on hilly and flat line profiles.

Instead of the DPЭ-400 traction motor with a power of 400 kW, the new locomotive was planned to use the NB-406 traction motor with a power of 525 kW from the VL8 locomotives. The new series was named VL23. Some elements of the VL23 series locomotives were standardized with the VL8 (wheel-motor block, motor fans) and VL22M (motor-compressors, regenerative braking scheme on some locomotives of the series). The bogie design was made in two versions: with beam frames similar to those of the VL22M locomotives and with cast frames similar to those of the VL8 locomotives. The first experimental locomotives were planned to use bogies with beam frames, while subsequent ones would use bogies with cast frames.

Электровоз постоянного тока Российских железных дорог.

В 1954 году Новочеркасский электровозостроительный завод разработал эскизный проект нового электровоза, который послужил бы заменой электровозу ВЛ22М, основным минусом которого являлось быстрое падение силы тяги с увеличением скорости движения и конструкция тележек, не позволявшие эффективно эксплуатировать его на линиях с холмистым и равнинным профилями.

Вместо ТЭД ДПЭ-400 с часовой мощностью 400 кВт на новом локомотиве предполагалось использовать ТЭД НБ-406 часовой мощностью 525 кВт электровозов ВЛ8. Новая серия получила наименование ВЛ23. Некоторые элементы электровозов серии ВЛ23 были унифицированы с ВЛ8 (колёсно-моторный блок, мотор-вентиляторы) и ВЛ22М (мотор-компрессоры, схема рекуперативного торможения на некоторых электровозах серии). Проект тележек был выполнен в двух вариантах: с брусковыми рамами по типу рам электровозов ВЛ22М и с литыми рамами по типу рам электровозов ВЛ8. На первых опытных электровозах намечалось применить тележки с брусковыми рамами, на последующих — тележки с литыми рамами.
