Mike Toreno - Part 2: The FBI Offensive
So, after things calm down a bit, Las Venturas FBI chief Jim McAllen urgently invites Mike to a chat at a secret location - an inconspicuous "cowboy"-style cafe - "Double Horse".
Jim reports that he (due to experience and a valuable employee, that is, Mike) was made the head of the department, and it is he who will have to be responsible for the result of all actions.
