You probably noticed that when you install the mod (GTA 4 map for GTA SA) everything works fine, but when you zoom in (press Z), you see the old map. This mod gives the same map in the style of GTA 4 when the map is enlarged.

Вы наверно замечали, что при установки мода (карта GTA 4 для GTA SA) всё работает хорошо, но при увеличении (нажать англ. Z) вы видите старую карту. Этот мод даёт при увеличении карты ту самую карту в стиле GTA 4.
