Adding more lights and vibrant atmosphere to the game (added lit windows, lighting, and neons).

This is a remake of the previous "Project re:LIT — Lighting and Illumination" but with the goal of having more features, improvements and bug fixes. There will no longer be Part 1, 2, or 3 like the previous version, at the moment it mostly contains changes to San Fierro, but in the future more and more changes will cover the entire state of San Andreas.
