All NPC's (Pedestrians) will take photos of the players character from any angle if they see them during night time in San Andreas state.... and if the player tries to attack them they will run away like any other Ped will do......
And if you manage to kill the NPC that took photo of you they will drop the phone from their pockets and you can see the photos on the camera roll which has the photos of your character.....
