There are many mods that fix bugs in the PC version of the game. However, this particular bug has not been addressed (at least, I couldn't find one).

This mod restores the construction objects in Las Venturas from PS2. Specifically: beams, of which only LOD exists in the PC version.

Installation: replace vegasn_stream1.ipl in gta3.img.

Фикс стройки в Лас Вентурасе

Существует очень много модов, исправляющих ошибки ПК версии игры. Но данную ошибку никто не исправил (во всяком случае, я не нашёл).

Данный мод восстанавливает обьекты на стройке в Лас Вентурасе из PS2. А именно: балки, от которых в ПК версии присутствует только LOD.

Установка: заменить vegasn_stream1.ipl в gta3.img
