Road police spikes (or hedgehogs) as in GTA VC

The Vice City cops, I assure you, have ruined the nerves of millions of players by throwing their spikes on the road. Although these spikes are not dangerous at high player speeds, this noticeable and interesting feature migrated to San Andreas with my hands.

The script starts working when the player reaches 3 stars and works even when the player completes missions.

Tires are punctured not only by the player, but also by other peds.

There were already some scripts that just scatter spikes on an empty road, in the same version, the cops scatter the spikes along with all the animation.
