Distribution v0.1 from GTA VC for GTA SA

Transfer of the side mission "Distribution" from GTA VC to GTA SA.
In GTA VC, there is a "Distribution" task, where you have to sell drugs under the guise of ice cream. 4 deals = +1 wanted star.

Unfortunately, everything is in English for now, but you can translate the script for yourself if you want.
Bug 1: false positives on/off mission
Bug 2: You can serve one NPC that is standing near the van, and because of the script that constantly selects it, he cannot move away from him.
