Download this pack and launch OpenIV;

Navigate to the folder at C:/Program Files(x86)/Rockstar Games/Grand Theft Auto IV audio/Sfx/LOADING.rpf and replace the files STARTING_TUNE and LOADING_TUNE;

Go to the folder at C:/Program Files (x86)/Rockstar Games/Grand Theft Auto IV pc/textures and replace the files loadingscreens.wtd and select_menu.wtd.
