Grand Theft Auto: State of Liberty is a global modification for GTA: Vice City, which turns one city, Vice City, into an entire state. The new state includes several cities at once - Vice City itself, Liberty City from GTA 3, San Andreas from GTA: San Andreas and two completely new cities created by the State of Liberty development team. This is truly a global high-quality modification. And it's already working. Cars drive along the streets and pedestrians walk. 120 new cars from GTA: San Andreas have appeared in the game.
