The success in testing LCO is not bad: it's nice to see both positive feedback from testers and suggestions for improvement - some of them are almost included in the mod.

I don’t see LCO on MTA yet, to be honest. I do not exclude this possibility in the future, but for now, as I already answered RayanCooper, our main goal is a solid release in SAMP.
I cannot judge the reasons for the low online presence of the past LCO on the MTA - I did not participate in its development and was not interested in GTA at that time at all.

We can't say for sure yet - despite the fact that the most difficult part of our server is debugged, we still have a lot of work to do. So far, we are targeting the end of this year, but everything can change for the worse or for the better.
In all technical parameters, MTA, of course, overtakes SAMP, and, although it is obvious that SAMP is inferior to MTA, in itself it does not get any worse from this: it is still a very good platform for servers, from which you can squeeze a good result.
I will not hide the fact that I was also lucky to get used to SAMP faster than to start learning MTA, but I think that without this fact I would have chosen SAMP as the basis for LCO. What a variety of genres for players: I have not seen projects with convenient for the user sandboxed in SAMP. It's time to fix it)
Regarding GTA Underground: not active, but I follow and hope that it will reach the release. If it does, then why not. But this will definitely not be in the immediate plans, the main task now is a stable release in SAMP.
The MTA may indeed be better than the sump in some places, but that doesn't make the sump completely unusable against its background. We will try to get the most out of it, first of all, to make a convenient and interesting sandbox out of LCO)
