You can try moving the files of ParticleEx & WaterEx to the root directory of the game instead of loading them using modloader, this fixed the issue for me. I hope try this tip and report me if it works for you.

Во-первых, в стандартной GTA SA и так есть разделение между разными СЕМЬЯМИ внутри банды Grove Street Families (Families это семьи) и есть даже миссия где одна из семей пытается убить Свита, а другая посвящена объединению семей
Какие ещё сеты? Зачем это всё выдумано?
Во-вторых, вам не надоело за 10 лет делать одни и те же миссии про войны банд на дуоме?
