Obbe Vermeij, a former employee of Rockstar North, shared interesting details about the development of Vice City. As it turns out, the game was originally conceived as an expansion for GTA 3. The developer revealed that Vice City was intended to be a set of missions for the third installment. Rockstar decided to transform the DLC into a standalone game approximately 6 months after the start of development. Obbe Vermeij noted that working on Vice City was much more challenging than working on GTA 3—due to tight deadlines (only 1 year) and high fan expectations. Additionally, the team was simultaneously working on the PC version of GTA 3.
