Permanent dirt decals [1.0.0]

Dirt on peds (dead or alive) automatically disappears after a couple of minutes, regardless of climate, and is washed away by rain.

The mod makes dirt permanent, including on corpses, and disables rain.

To turn rain back on, delete the /SACDirt/WeatherClimates.xml file.
Installation:

1. Set Lenny's Mod Loader RDR.
2. Move the folder from the archive to the lml folder, which is located in the root folder of the game.
