Bizarre island is a new area built on artificial islands near the beach that are connected by bridges. They also have buildings, trees, bushes and a couple of trampolines.
In order for all this goodness to appear in the game, you need: 1) Throw the .dff and .txd files into gta3.img through the ImgTool program 2) Place the losted folder in D:\GAMES\GTA - Vice City\data\maps 3) Replace gta_vc.dat file in D:\GAMES\GTA - Vice City\data
