GTA Vice City has a very annoying bug on modern computers. When the frame limiter is disabled, the fps increases to 250 during the game and up to 1200 during loading. As a result, due to the very high FPS value, the game produces a lot of unpleasant bugs. For example, it may freeze during the loading of the save / the beginning of the cutscene. The reverse is very slow, the mission to the film studio where you need to fly the Skimmer becomes impossible. A seemingly simple solution would be to simply turn on the frame limiter. But the problem is that the game will only give out 30 fps. It’s not very pleasant to play Vice City with such FPS, as smoothness disappears. The ideal FPS in this case is 60 (by the way, in GTA 3, when the limiter was disabled, the maximum FPS was 60). With this FPS, the game runs very smoothly and at the same time there are no bugs. You don't have to dig into video card drivers to get that kind of FPS in Vice City. Now the frame limiter will be 60 fps, and not 30 as before. By the way, you can edit the limiter by opening fpslimit.cfg with notepad.
