Optimization for weak PCs

A long time ago I promised to do this, and here is the optimization for GTA: The Trilogy.

The config is compatible with all three parts.

Installation:
1. drop the file from the archive along the path: %profile name%DocumentsRockstar GamesConfigWindowsNoEditor
2. set the "read-only" attribute if it is not there

Test bench specifications: AMD A4-7300 3.8 GHz, nVidia GeForce GT 610, 6 GB RAM

Optimization can add up to 20 fps.
