People who played GTA V, I think, noticed that the police in cars often use a megaphone. This script adds the same feature for police cars. Of course, only representatives of the law will use it. In total, there are nine variations of messages from a megaphone.
Installation: Transfer the contents of the "cleo" folder to "GTA SA / cleo". The function will only work when the player has at least the first wanted level.
