The daughter of a major Japanese businessman is in danger in the face of a criminal syndicate - the yakuza. Agent Paul receives a task regarding the safety of the girl. A gang of yakuza, led by a mysterious man nicknamed the Dragon, enters into a bloody massacre with the federal Bureau of Scouts, which, at one time, is in mourning over the recent death of one of its best agents.
