The script allows you to pathetically blow up everything that is in the game. If you are in a car, then when you enter the BOMB cheat, you have 5 minutes to accelerate and jump out of the car, then time will slow down by 2 minutes. If you walk on foot, then when you enter the BOMB cheat, you will also have 5 minutes to run away and also slow down time by 2 minutes, then the point where the player was when entering the cheat will explode.
