Ability to use modified files in sa-mp

<3 handling.cfg - responsible for the characteristics of the car.
<3 timecyc.dat - responsible for the weather
<3 vehicle.txd - responsible for numbers, headlights, etc.

By renaming the filename extension to ".BAT"
