Fix handling.cfg for GTA San Andreas

This mod fixes several vehicles, namely exhaust pipes and animations when driving.

Transport has been fixed:

• Baggage
• Bandito
• Bf Injection
• Freeway
• Hustler
• Monster
• Quad
• Stretch
• Tractor

Animations when driving cars have been fixed:

• Euros
• Hotring
• Hotring Racer A
• Hotring Racer B

The archive contains monstera and monsterb files, it is necessary to put DFF models in order to have exhausts in the right place:

• Monster A
• Monster B
