Engine shutdown in case of fire

Quebrar motor ao pegar fogo for GTA San Andreas.

Now the car engine will stop working if it catches fire. Works not only with CJ's car, but also with NPC cars.

Update from 11/20/19:

• Fixed a bug where the car did not brake when there was a fire
• Fixed a bug where CJ could not get out of the car when it caught fire
