Packs are not full versions of the mod, because they can contain a varied amount of content, while in the full versions the capacity of the add-on is already determined. Packages are installed on top of any full version or your assembly if installed via GTA3.img. In cases where a modloader is used, then the packages are installed according to the numbered indicators of the vegetation parts.
