Open OpenIV and go:

x64b.rpfdatacdimagesscaleform_generic.rpf

Turn on the edit mode and put the "minimap*.ytd" & "minimap_sea*" format files into the archive

Replace the mapzoomdata.meta file in the common.rpfdataui directory, it's the only one in the archive
