Copy the contents of the archive to the GTA IV folder.

You will also definitely need:

- Patched version of GTA 4 1.0.2.0 or 1.0.1.0
- Microsoft .Net Framework 2.0
- Any ASI loader for GTA 4 for example, XLiveLess
