PS2 Particle CFG - Improved effects from PS2 version

Hello everyone!
This mod by MTALJKSTAR restores all the effects (smoke from cars, water drops and more) that were significantly reduced in the PC version.
Sometimes details add zest to things, and GTA is no exception.
